Narrative:
During a speed controled stop climb with several speeds of 280 KTS, 290 KTS and altitude changes of FL270, FL280 and FL290, confusion over our cleared altitude occurred. Similar clrncs for other aircraft going the same direction were being given. We were in doubt of whether we were cleared to FL280 or FL290. We questioned center, but it was difficult working into the frequency. As a precaution we disengaged the autoplt at FL280, but the aircraft continued to climb to FL283 before leveling at FL280. The controller confirmed our clearance was FL280. There was no conflict of traffic or any remarks from the controller.

Narrative: DURING A SPD CTLED STOP CLB WITH SEVERAL SPDS OF 280 KTS, 290 KTS AND ALT CHANGES OF FL270, FL280 AND FL290, CONFUSION OVER OUR CLRED ALT OCCURRED. SIMILAR CLRNCS FOR OTHER ACFT GOING THE SAME DIRECTION WERE BEING GIVEN. WE WERE IN DOUBT OF WHETHER WE WERE CLRED TO FL280 OR FL290. WE QUESTIONED CENTER, BUT IT WAS DIFFICULT WORKING INTO THE FREQ.
