Narrative:
At approximately 50 mi south of ric VOR ZDC told us to cross ric VOR at FL220 and cross ojaay intersection at 11000' which is on the irons 2 arrival into dca. The controller told us to turn left 15 degrees to intercept the irons 2 arrival north of ric VOR and to cross the VOR at FL220 and ojaay intersection at 11000'. I read all this back to the ZDC and they never said that I read it back wrong. We xed the VOR at FL220 and were descending to 11000' when ZDC asked what was our altitude when we were going through 19000', so we told him 19000' and descending to 11000'. He got mad and said we were suppose to maintain 22000' until crossing the 270 degree right at ric VOR. We never heard anything about the 270 degree right. Even when I read the clearance back, the controller never corrected me on the readback. When we asked why we couldn't keep going down he said there was traffic out there which he never mentioned to us. This seems to be a frequent problem with ZDC as far as lack of communication. They should of corrected my readback and also warned us of traffic. I always seem to have problems with ZDC and also hear a lot of other airplanes having problems with them. Supplemental information from acn 144946. Center then said that we were to observe the altitude restriction at ric. However, that part was never read back. We read back only 'ojaay at 11000'.'

Title: ACR LGT ALT DEVIATION MISSED CROSSING RESTRICTION.
Narrative: AT APPROX 50 MI S OF RIC VOR ZDC TOLD US TO CROSS RIC VOR AT FL220 AND CROSS OJAAY INTXN AT 11000' WHICH IS ON THE IRONS 2 ARR INTO DCA.
