Narrative:

Mci departure 124.7, 12000' climbing to 15000', we said 'request deviate east'. He says 'contact center 125.25 with request'. On third attempt center advised we were on wrong frequency contact center 125.55. Checked in 125.55 advising center very directly that we were turning east for WX. (Left turn). Center said 'give me a right 360 degree turn'. I responded 'unable, we can give you a left 360 degree turn' (already 90 degree). Center responded 'ok, I'll declare an emergency because you're going to go out of our airspace'. By that time first officer had reversed course and I said we could do the right 360 degree turn but it would have to be real tight. Controller said ok and then agreed we could deviate east as necessary. Matter was handled professionally by center controller. I don't think he declared emergency. There was a little uncertainty also on next frequency but was uneventfully clarified when controller said direct tulsa when able. Recommendation: departure should have coordination the deviation prior to handoff. The WX was obvious to all.

Title: ACR MLG FREQ CHANGE WRONG WHEN GIVEN HDOF TO ARTCC. FLT CREW TRYING TO GET CLRNC FOR WX DEVIATION AT THE TIME.

Narrative: MCI DEP 124.7, 12000' CLBING TO 15000', WE SAID 'REQUEST DEVIATE E'. HE SAYS 'CONTACT CTR 125.25 WITH REQUEST'. ON THIRD ATTEMPT CTR ADVISED WE WERE ON WRONG FREQ CONTACT CTR 125.55. CHKED IN 125.55 ADVISING CTR VERY DIRECTLY THAT WE WERE TURNING E FOR WX. (LEFT TURN). CTR SAID 'GIVE ME A RIGHT 360 DEG TURN'. I RESPONDED 'UNABLE, WE CAN GIVE YOU A LEFT 360 DEG TURN' (ALREADY 90 DEG). CTR RESPONDED 'OK, I'LL DECLARE AN EMER BECAUSE YOU'RE GOING TO GO OUT OF OUR AIRSPACE'. BY THAT TIME F/O HAD REVERSED COURSE AND I SAID WE COULD DO THE RIGHT 360 DEG TURN BUT IT WOULD HAVE TO BE REAL TIGHT. CTLR SAID OK AND THEN AGREED WE COULD DEVIATE E AS NECESSARY. MATTER WAS HANDLED PROFESSIONALLY BY CTR CTLR. I DON'T THINK HE DECLARED EMER. THERE WAS A LITTLE UNCERTAINTY ALSO ON NEXT FREQ BUT WAS UNEVENTFULLY CLARIFIED WHEN CTLR SAID DIRECT TULSA WHEN ABLE. RECOMMENDATION: DEP SHOULD HAVE COORD THE DEV PRIOR TO HDOF. THE WX WAS OBVIOUS TO ALL.
