Narrative:
Pre-departure clearance was '...pomona four departure, climb and maintain 14000'...'. After takeoff the departure controller's clearance was '... Continue the turn to 280 degree, direct pomona and observe the pomona four restrictions.' climbing through 9000' prior to pomona, ATC called 'descend immediately to 8000', you're supposed to cross pomona at 8000'.' I descended at maximum rate to 8000' MSL, xed pom, then continued with the pomona four departure to 14000' MSL. No traffic was observed in the area and the remainder of the flight was uneventful. In the interest of clear and coordinated communications the initial clearance should have been '...maintain 8000', expect 14000' 5 min after takeoff...', as is common practice in the eastern us also after takeoff, the departure clearance would have been '...direct pomona, cross pomona at 8000' pomona four departure, maintain 14000'.'

Narrative: PRE-DEP CLRNC WAS '...POMONA FOUR DEP, CLB AND MAINTAIN 14000'...'. AFTER TKOF THE DEP CTLR'S CLRNC WAS '... CONTINUE THE TURN TO 280 DEG, DIRECT POMONA AND OBSERVE THE POMONA FOUR RESTRICTIONS.' CLBING THROUGH 9000' PRIOR TO POMONA, ATC CALLED 'DSND IMMEDIATELY TO 8000', YOU'RE SUPPOSED TO CROSS POMONA AT 8000'.' I DSNDED AT MAX RATE TO 8000' MSL, XED POM, THEN CONTINUED WITH THE POMONA FOUR DEP TO 14000' MSL. NO TFC WAS OBSERVED IN THE AREA AND THE REMAINDER OF THE FLT WAS UNEVENTFUL.
