Narrative:
Small aircraft X was cleared to land and was about 2500' to 2800' down the runway when the small aircraft Y, following small aircraft X, was short final. The small aircraft Y was instructed to go around, but informed tower unable. The small aircraft X was exiting and the small aircraft Y was about 100-200' down the runway. I should have had the small aircraft Y call the tower and explain why he could not go around and inform him on landing that it was at his own risk; less than standard separation existed.

Title: ACFT LANDED ON RWY OCCUPIED BY ANOTHER ACFT.
Narrative: SMA X WAS CLRED TO LAND AND WAS ABOUT 2500' TO 2800' DOWN THE RWY WHEN THE SMA Y, FOLLOWING SMA X, WAS SHORT FINAL. THE SMA Y WAS INSTRUCTED TO GO AROUND, BUT INFORMED TWR UNABLE. THE SMA X WAS EXITING AND THE SMA Y WAS ABOUT 100-200' DOWN THE RWY. I SHOULD HAVE HAD THE SMA Y CALL THE TWR AND EXPLAIN WHY HE COULD NOT GO AROUND AND INFORM HIM ON LNDG THAT IT WAS AT HIS OWN RISK; LTSS EXISTED.
