Narrative:
Small transport X called key west control tower over the key west VOR. Th VOR is well inside the air traffic area and it places aircraft on the base leg to runway 9 at eyw. This late turnover was not coordinated.

Narrative: SMT X CALLED KEY WEST CTL TWR OVER THE KEY WEST VOR. TH VOR IS WELL INSIDE THE ATA AND IT PLACES ACFT ON THE BASE LEG TO RWY 9 AT EYW. THIS LATE TURNOVER WAS NOT COORDINATED.
