Narrative:
On the last leg of a morning flight between eka and crescent city, I was experiencing a problem with the alternates going 'off line' and was concerned as to whether I should consider saving battery power by not using flaps, fuel pump, landing lights etc. Wind conditions were estimated 20 KTS at about 320 degree (runway 35) but it was gusty and the plane was slowed up really well (ie: ground passing by slowly) so there were no indications that the gear was not down. Flaps were extended about 25 degree. I also recall that on final, winds were gusty and I intended to report a -5 KT shear (at least 3 occasions) once on the ground and taxiing back. I was preoccupied with the status of the alternators and the winds and forgot to put the gear down and do a prelndg checklist. Other factors were that the FSS specialist giving advisories was new and in training and at the time working on giving another pilot an advisory. The normal windchk when reporting 2-3 mi out was not given. Also the specialist that normally works (FSS) was doing the training and on watching him at work in the office (in times past), I noticed he always checks inbound aircraft for gears down...too bad he was not able to check me. I have talked to the FAA and they are classifying this as an incident.

Title: AIR TAXI PLT DISTRACTED BY ALTERNATOR PROBLEM LANDS GEAR UP.
Narrative: ON THE LAST LEG OF A MORNING FLT BTWN EKA AND CRESCENT CITY, I WAS EXPERIENCING A PROB WITH THE ALTERNATES GOING 'OFF LINE' AND WAS CONCERNED AS TO WHETHER I SHOULD CONSIDER SAVING BATTERY PWR BY NOT USING FLAPS, FUEL PUMP, LNDG LIGHTS ETC. WIND CONDITIONS WERE ESTIMATED 20 KTS AT ABOUT 320 DEG (RWY 35) BUT IT WAS GUSTY AND THE PLANE WAS SLOWED UP REALLY WELL (IE: GND PASSING BY SLOWLY) SO THERE WERE NO INDICATIONS THAT THE GEAR WAS NOT DOWN. FLAPS WERE EXTENDED ABOUT 25 DEG. I ALSO RECALL THAT ON FINAL, WINDS WERE GUSTY AND I INTENDED TO RPT A -5 KT SHEAR (AT LEAST 3 OCCASIONS) ONCE ON THE GND AND TAXIING BACK. I WAS PREOCCUPIED WITH THE STATUS OF THE ALTERNATORS AND THE WINDS AND FORGOT TO PUT THE GEAR DOWN AND DO A PRELNDG CHKLIST. OTHER FACTORS WERE THAT THE FSS SPECIALIST GIVING ADVISORIES WAS NEW AND IN TRNING AND AT THE TIME WORKING ON GIVING ANOTHER PLT AN ADVISORY. THE NORMAL WINDCHK WHEN RPTING 2-3 MI OUT WAS NOT GIVEN. ALSO THE SPECIALIST THAT NORMALLY WORKS (FSS) WAS DOING THE TRNING AND ON WATCHING HIM AT WORK IN THE OFFICE (IN TIMES PAST), I NOTICED HE ALWAYS CHKS INBND ACFT FOR GEARS DOWN...TOO BAD HE WAS NOT ABLE TO CHK ME. I HAVE TALKED TO THE FAA AND THEY ARE CLASSIFYING THIS AS AN INCIDENT.
