Narrative:
After some delay our flight was released IFR sce/mdt. We were communicating with ATC, unicom, company and cabin. Somehow we missed a call from a VFR small transport on final. I did see and aircraft on final which appeared a few mi out. I taxied on runway 24 and departed as I heard the first officer say 'we will be out of your way'. We made a left turn after 1500' I saw the other aircraft turning left inside of me back at the airport. Monitoring unicom, I caught a call sign and called the pilot. He was distressed that he had to make a go-around, (I didn't think he had to). I think state college really needs a tower to help separate traffic. I've had other traffic congestion problems at sce.

Title: ACR DEPARTS NON TWR ARPT WITH AN ACFT ON FINAL APCH FORCING ACFT ON FINAL APCH TO GO AROUND.
Narrative: AFTER SOME DELAY OUR FLT WAS RELEASED IFR SCE/MDT. WE WERE COMMUNICATING WITH ATC, UNICOM, COMPANY AND CABIN. SOMEHOW WE MISSED A CALL FROM A VFR SMT ON FINAL. I DID SEE AND ACFT ON FINAL WHICH APPEARED A FEW MI OUT. I TAXIED ON RWY 24 AND DEPARTED AS I HEARD THE F/O SAY 'WE WILL BE OUT OF YOUR WAY'. WE MADE A L TURN AFTER 1500' I SAW THE OTHER ACFT TURNING L INSIDE OF ME BACK AT THE ARPT. MONITORING UNICOM, I CAUGHT A CALL SIGN AND CALLED THE PLT. HE WAS DISTRESSED THAT HE HAD TO MAKE A GO-AROUND, (I DIDN'T THINK HE HAD TO). I THINK STATE COLLEGE REALLY NEEDS A TWR TO HELP SEPARATE TFC. I'VE HAD OTHER TFC CONGESTION PROBS AT SCE.
