Narrative:
Small aircraft landed on runway 16. At the intersection of runway 16-34 and runway 13-31, small aircraft stopped. The local controller asked if there was a problem. There was no response from small aircraft. There were 3 radio calls made to small aircraft during a 1 min period as he sat on the runway from the local control position. There was no response from small aircraft but the aircraft did start to slowly taxi down the runway. Small aircraft then came up on ground control frequency and told the controllers where he intended to taxi to. Small aircraft was instructed to the ramp.

Title: ON LNDG ROLL OUT, PLT STOPPED ON RWY.
Narrative: SMA LANDED ON RWY 16. AT THE INTXN OF RWY 16-34 AND RWY 13-31, SMA STOPPED. THE LCL CTLR ASKED IF THERE WAS A PROB. THERE WAS NO RESPONSE FROM SMA. THERE WERE 3 RADIO CALLS MADE TO SMA DURING A 1 MIN PERIOD AS HE SAT ON THE RWY FROM THE LCL CTL POS. THERE WAS NO RESPONSE FROM SMA BUT THE ACFT DID START TO SLOWLY TAXI DOWN THE RWY. SMA THEN CAME UP ON GND CTL FREQ AND TOLD THE CTLRS WHERE HE INTENDED TO TAXI TO. SMA WAS INSTRUCTED TO THE RAMP.
