Narrative:

While working handoff for the liberty west position, I observed the radar controller climb an light transport to 17000' and turn to a heading of 180 degrees. Large transport was then climbed to 17000' on a 270 degree heading. ZNY called and asked if they could talk to light transport, they had a higher altitude. I tried to convey this to the controller and he did not answer back as he was busy. Due to WX we had 20 mit restrictions and were not getting 20 mit from the towers. The controller turned the large transport to sbj and the large transport made a slow turn. The controller told light transport to turn and the pilot questioned the turn. He was issued 2 commands to turn. Finally the controller issued a climb with the turn and called the traffic. I called the center (ZNY) to determine if a climb could be made and was told the light transport could climb to FL280. This was relayed to the controller. To my knowledge the center never called about the closeness, nor did either pilot make a complaint.

Title: DEP CTLR LOST STANDARD SEPARATION BETWEEN 2 ACFT UNDER HIS CONTROL.

Narrative: WHILE WORKING HDOF FOR THE LIBERTY W POS, I OBSERVED THE RADAR CTLR CLB AN LTT TO 17000' AND TURN TO A HDG OF 180 DEGS. LGT WAS THEN CLBED TO 17000' ON A 270 DEG HDG. ZNY CALLED AND ASKED IF THEY COULD TALK TO LTT, THEY HAD A HIGHER ALT. I TRIED TO CONVEY THIS TO THE CTLR AND HE DID NOT ANSWER BACK AS HE WAS BUSY. DUE TO WX WE HAD 20 MIT RESTRICTIONS AND WERE NOT GETTING 20 MIT FROM THE TWRS. THE CTLR TURNED THE LGT TO SBJ AND THE LGT MADE A SLOW TURN. THE CTLR TOLD LTT TO TURN AND THE PLT QUESTIONED THE TURN. HE WAS ISSUED 2 COMMANDS TO TURN. FINALLY THE CTLR ISSUED A CLB WITH THE TURN AND CALLED THE TFC. I CALLED THE CENTER (ZNY) TO DETERMINE IF A CLB COULD BE MADE AND WAS TOLD THE LTT COULD CLB TO FL280. THIS WAS RELAYED TO THE CTLR. TO MY KNOWLEDGE THE CENTER NEVER CALLED ABOUT THE CLOSENESS, NOR DID EITHER PLT MAKE A COMPLAINT.
