Narrative:

Departure airport for both aircraft involved was K15. Clearance given to small aircraft X through manual trnee/trner at approximately XX50Z to climb to and maintain 4000' clearance according to IFR flight plan. K15 sgf eos bvo per pyx, since aircraft was RNAV equipment clearance would normally be K15-pyx via RNAV direct sgf flight plan route. However, I as the radar controller did not issue clearance, so cannot answer to that. Believe small aircraft X was given a clearance void time of XY05Z. Small aircraft Y called on frequency northwest of airport at approximately XX58Z requesting IFR clearance. K15-irk-270 degree right, 30 DME fix lmn 090 degree right 28 DME fix dsm. Manual trnee on-line with unknown facility at this time. Asked trner about clearance given to small aircraft X due to incomplete strip marking. Also trnee may have been on the line with FSS concerned with a revised clearance or information on small aircraft X attempting to get detailed information. Little or no assistance given. I issued a beacon code of XXXX to small aircraft Y for radar identify also asked pilot to report leaving 2900' to ensure he was above minimum obstruction clearance altitude. Small aircraft Y complied with instructions and shortly thereafter received clearance. Due to radar coverage, small aircraft Y position in reference to the airport of departure, and operation direction flight plans. I felt sep would be maintained. Later it was brought to my attention by (ozark 4) my supervisor that my assistant felt positive sep was not provided. After reviewing this situation it is questionable in my mind, an operational deviation may have occurred. Callback conversation with reporter revealed the following: reporter stated that no operational error occurred. Facility management has not conducted any investigation in to the incident. Reporter has 1.5 radar experience, 2.5 non radar experience and 2 yrs military experience.

LATER IT WAS BROUGHT TO MY ATTN BY (OZARK 4) MY SUPVR THAT MY ASSISTANT FELT POSITIVE SEP WAS NOT PROVIDED. AFTER REVIEWING THIS SITUATION IT IS QUESTIONABLE IN MY MIND, AN OPERATIONAL DEVIATION MAY HAVE OCCURRED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THAT NO OPERROR OCCURRED. FAC MGMNT HAS NOT CONDUCTED ANY INVESTIGATION IN TO THE INCIDENT. RPTR HAS 1.5 RADAR EXPERIENCE, 2.5 NON RADAR EXPERIENCE AND 2 YRS MIL EXPERIENCE.
