Narrative:
We were cleared to land on runway 9R in miami and air carrier Z was cleared for takeoff and was informed that there was an aircraft on final. We asked if the air carrier Z was holding his position as he was just sitting there behind the hold lines, but we were cut off on the radio. Then the air carrier Z heavy moved into position. We asked the tower if he was going as we were now short final. Tower told air carrier Z again that he was cleared for takeoff and we were short final. Air carrier Z gave an excuse, 'we're heavy and we're loaded for london,' as if that really makes reason for his delay. We were told to go around as air carrier Z was just rolling down the runway. I have been told that air carrier Z has a reputation for doing that (pulling out when someone's on short final) to make the other airline's cost increase and miss their schedule.

Title: ACR MLG FORCED TO GAR WHEN ACR WDB WAS TOO SLOW RESPONDING TO TKOF CLRNC.
Narrative: WE WERE CLRED TO LAND ON RWY 9R IN MIAMI AND ACR Z WAS CLRED FOR TKOF AND WAS INFORMED THAT THERE WAS AN ACFT ON FINAL. WE ASKED IF THE ACR Z WAS HOLDING HIS POS AS HE WAS JUST SITTING THERE BEHIND THE HOLD LINES, BUT WE WERE CUT OFF ON THE RADIO. THEN THE ACR Z HEAVY MOVED INTO POS. WE ASKED THE TWR IF HE WAS GOING AS WE WERE NOW SHORT FINAL. TWR TOLD ACR Z AGAIN THAT HE WAS CLRED FOR TKOF AND WE WERE SHORT FINAL. ACR Z GAVE AN EXCUSE, 'WE'RE HVY AND WE'RE LOADED FOR LONDON,' AS IF THAT REALLY MAKES REASON FOR HIS DELAY. WE WERE TOLD TO GO AROUND AS ACR Z WAS JUST ROLLING DOWN THE RWY. I HAVE BEEN TOLD THAT ACR Z HAS A REPUTATION FOR DOING THAT (PULLING OUT WHEN SOMEONE'S ON SHORT FINAL) TO MAKE THE OTHER AIRLINE'S COST INCREASE AND MISS THEIR SCHEDULE.
