Narrative:
I took off from ft range airport on runway 8 and turned a 170 degree course. Approximately 1-2 mi south of airport, while still climbing to 6800', I radioed to bkf to request clearance through its tc area. At the same time I noticed an small aircraft Z pass approximately 100' below me directly in front. The small aircraft Z then complained to the bkf controllers about nearly being 'run over.' I did not see the aircraft before the near collision. I believe the other aircraft was in touch with bkf tower and being directed on a very long downwind to runway 8 at buckley. The near miss occurred about 2 mi outside the bkf control zone. I am always on the lookout for traffic in that airspace as there have been several midair collisions thereabouts. Even with that awareness, I did not see the other aircraft. I believe that the low wing, high wind confign of the aircraft involved may have been a cause.

Title: CLOSE PROX 2 GA SMA ACFT NEAR BKF ATA.
Narrative: I TOOK OFF FROM FT RANGE ARPT ON RWY 8 AND TURNED A 170 DEG COURSE. APPROX 1-2 MI S OF ARPT, WHILE STILL CLBING TO 6800', I RADIOED TO BKF TO REQUEST CLRNC THROUGH ITS TC AREA. AT THE SAME TIME I NOTICED AN SMA Z PASS APPROX 100' BELOW ME DIRECTLY IN FRONT. THE SMA Z THEN COMPLAINED TO THE BKF CTLRS ABOUT NEARLY BEING 'RUN OVER.' I DID NOT SEE THE ACFT BEFORE THE NEAR COLLISION. I BELIEVE THE OTHER ACFT WAS IN TOUCH WITH BKF TWR AND BEING DIRECTED ON A VERY LONG DOWNWIND TO RWY 8 AT BUCKLEY. THE NEAR MISS OCCURRED ABOUT 2 MI OUTSIDE THE BKF CTL ZONE. I AM ALWAYS ON THE LOOKOUT FOR TFC IN THAT AIRSPACE AS THERE HAVE BEEN SEVERAL MIDAIR COLLISIONS THEREABOUTS. EVEN WITH THAT AWARENESS, I DID NOT SEE THE OTHER ACFT. I BELIEVE THAT THE LOW WING, HIGH WIND CONFIGN OF THE ACFT INVOLVED MAY HAVE BEEN A CAUSE.
