Narrative:
Upon landing my right brake began to fade as I was intent upon slowing and keeping the aircraft under control. The tower issued taxi instructions. Which I believe I acknowledged while still trying to slow down. The instructions I believe I heard was taxi to runway 27 to FBO. As I xed runway 23 I saw an aircraft (single engine small aircraft) taking off on runway 23. No evasive action was necessary. It was at this that I realized something was not quite as it should be. After crossing runway 23 the tower instructed me to telephone them upon reaching FBO, which I did. Incidentally, this is not the first instance of miscom between kalamazoo tower and pilot. I have heard at least on instance between a pilot and controller where the controller was at fault. Personally I have encountered an instance where I was on short final for runway 5 and had to take evasive action in the manner of a go around because the tower cleared an aircraft for takeoff while I was on short final. This also occurred at kalamazoo tower.

Title: SMT CROSSES ACTIVE RWY AS SMA BEGINS TKOF ON THAT RWY.
Narrative: UPON LNDG MY R BRAKE BEGAN TO FADE AS I WAS INTENT UPON SLOWING AND KEEPING THE ACFT UNDER CTL. THE TWR ISSUED TAXI INSTRUCTIONS. WHICH I BELIEVE I ACKNOWLEDGED WHILE STILL TRYING TO SLOW DOWN. THE INSTRUCTIONS I BELIEVE I HEARD WAS TAXI TO RWY 27 TO FBO. AS I XED RWY 23 I SAW AN ACFT (SINGLE ENG SMA) TAKING OFF ON RWY 23. NO EVASIVE ACTION WAS NECESSARY. IT WAS AT THIS THAT I REALIZED SOMETHING WAS NOT QUITE AS IT SHOULD BE. AFTER XING RWY 23 THE TWR INSTRUCTED ME TO TELEPHONE THEM UPON REACHING FBO, WHICH I DID. INCIDENTALLY, THIS IS NOT THE FIRST INSTANCE OF MISCOM BTWN KALAMAZOO TWR AND PLT. I HAVE HEARD AT LEAST ON INSTANCE BTWN A PLT AND CTLR WHERE THE CTLR WAS AT FAULT. PERSONALLY I HAVE ENCOUNTERED AN INSTANCE WHERE I WAS ON SHORT FINAL FOR RWY 5 AND HAD TO TAKE EVASIVE ACTION IN THE MANNER OF A GO AROUND BECAUSE THE TWR CLRED AN ACFT FOR TKOF WHILE I WAS ON SHORT FINAL. THIS ALSO OCCURRED AT KALAMAZOO TWR.
