Narrative:
Our initial clearance from tokyo radar was from 37000' to 13000' and to cross mama intersection at or below FL150. When we were switched to tokyo approach we were given a heading to expect radar vectors for ILS to runway 34 and to descend to 3000'. Captain was flying the aircraft and I was working the radios. I read back the clearance, confirmed it with the captain and set the altitude in the altitude select and altitude alert windows. Passing approximately 11400', tokyo approach called us and anxiously told us to level at 11000'. I read back the clearance, repeated it again to captain and set it in the alert windows. Shortly after I asked approach where the traffic was that made such a 'short notice level off' necessary. Tokyo told us that there was no traffic and that we had descended through our cleared altitude (according to them) of 13000'. He said we were now in haneda's airspace and he was coordinating. I told him we were cleared to 3000' but he disagreed. The flight continued uneventfully to landing and we requested the voice recorder and flight recorder tapes be removed and saved from aircraft.

Narrative: OUR INITIAL CLRNC FROM TOKYO RADAR WAS FROM 37000' TO 13000' AND TO CROSS MAMA INTXN AT OR BELOW FL150. WHEN WE WERE SWITCHED TO TOKYO APCH WE WERE GIVEN A HDG TO EXPECT RADAR VECTORS FOR ILS TO RWY 34 AND TO DSND TO 3000'. CAPT WAS FLYING THE ACFT AND I WAS WORKING THE RADIOS. I READ BACK THE CLRNC, CONFIRMED IT WITH THE CAPT AND SET THE ALT IN THE ALT SELECT AND ALT ALERT WINDOWS. PASSING APPROX 11400', TOKYO APCH CALLED US AND ANXIOUSLY TOLD US TO LEVEL AT 11000'. I READ BACK THE CLRNC, REPEATED IT AGAIN TO CAPT AND SET IT IN THE ALERT WINDOWS. SHORTLY AFTER I ASKED APCH WHERE THE TFC WAS THAT MADE SUCH A 'SHORT NOTICE LEVEL OFF' NECESSARY. TOKYO TOLD US THAT THERE WAS NO TFC AND THAT WE HAD DSNDED THROUGH OUR CLRED ALT (ACCORDING TO THEM) OF 13000'. HE SAID WE WERE NOW IN HANEDA'S AIRSPACE AND HE WAS COORDINATING. I TOLD HIM WE WERE CLRED TO 3000' BUT HE DISAGREED. THE FLT CONTINUED UNEVENTFULLY TO LNDG AND WE REQUESTED THE VOICE RECORDER AND FLT RECORDER TAPES BE REMOVED AND SAVED FROM ACFT.
