Narrative:

I was working the medium large transport inbound for a visibility approach. Medium large transport was cleared for approach advised of small aircraft traffic on 3 mi straight-in, and told to contact the tower. The medium large transport never did contact the tower and landed west/O a clearance. While on final approach medium large transport over took the small aircraft nearly 'blowing the small aircraft out of the sky.' (small aircraft pilots words). I assumed that the tower controller would move the small aircraft over to the parallel runway as is often done at this facility. If I had it to do again I would have either slowed the medium large transport to follow the small aircraft or coordination with the tower to ensure that he was putting the small aircraft on the parallel runway. I assumed that the tower controller had a handle on it. Obviously he did not, and it was compounded by the medium large transport failure to contact the tower for landing clearance.

Title: AN ACFT PASSED ANOTHER ACFT ON SHORT FINAL APCH TO THE SAME RWY.

Narrative: I WAS WORKING THE MLG INBND FOR A VIS APCH. MLG WAS CLRED FOR APCH ADVISED OF SMA TFC ON 3 MI STRAIGHT-IN, AND TOLD TO CONTACT THE TWR. THE MLG NEVER DID CONTACT THE TWR AND LANDED W/O A CLRNC. WHILE ON FINAL APCH MLG OVER TOOK THE SMA NEARLY 'BLOWING THE SMA OUT OF THE SKY.' (SMA PLTS WORDS). I ASSUMED THAT THE TWR CTLR WOULD MOVE THE SMA OVER TO THE PARALLEL RWY AS IS OFTEN DONE AT THIS FAC. IF I HAD IT TO DO AGAIN I WOULD HAVE EITHER SLOWED THE MLG TO FOLLOW THE SMA OR COORD WITH THE TWR TO ENSURE THAT HE WAS PUTTING THE SMA ON THE PARALLEL RWY. I ASSUMED THAT THE TWR CTLR HAD A HANDLE ON IT. OBVIOUSLY HE DID NOT, AND IT WAS COMPOUNDED BY THE MLG FAILURE TO CONTACT THE TWR FOR LNDG CLRNC.
