Narrative:
I was cruising at 3000' (below 3000' AGL) when an small aircraft passed directly overhead at 300-500', same heading, approximately 20-30 KTS faster. I should have been in his 12 O'clock view, less than 1 mi for a significant amount of time. If he didn't see me, he wasn't watching very well. If he did, it was a very dangerous maneuver to pass this close without allowing for some horizontal separation. No near midair collision will be reported to the FAA.
