Narrative:
I was given a notoc form showing 35 kg of devices containing lithium ion batteries. I was aware that the FAA had issued an interim final rule banning lithium ion batteries from passenger aircraft. I had the pallets removed from the aircraft. This interim final rule should have been distributed to all stations.

Title: B787-900 Captain reported directing Hazmat cargo of Lithium Ion batteries removed from aircraft prior to departure.
Narrative: I was given a NOTOC form showing 35 kg of devices containing lithium ion batteries. I was aware that the FAA had issued an interim final rule banning lithium ion batteries from passenger aircraft. I had the pallets removed from the aircraft.
