Narrative:
The other aircraft was an small aircraft. He claimed to be on a downwind, but the midair occurred 4-5 mi north of wheeler AFB. He also was not on the proper frequency and did not make the proper radio calls. At the time, wheeler tower (126.3) was closed.

Narrative: THE OTHER ACFT WAS AN SMA. HE CLAIMED TO BE ON A DOWNWIND, BUT THE MIDAIR OCCURRED 4-5 MI N OF WHEELER AFB. HE ALSO WAS NOT ON THE PROPER FREQ AND DID NOT MAKE THE PROPER RADIO CALLS. AT THE TIME, WHEELER TWR (126.3) WAS CLOSED.
