Narrative:

Every day the traffic management units of ZDC and ny TRACON decide what in trail restrictions are needed for ewr and lga. Every day the controllers in ny TRACON cut us off west/O warning, even though they were getting the required spacing. Today was no different. We were reading 10 mi north trail to ewr. I was attempting to relieve the radar controller at R19, woodstown sector, ZDC. As part of the position relief briefing, the controller warmed me that N90, ny TRACON, was taking the handoffs late. As we progressed in the briefing and I was almost ready to take over, N90 did not take the handoff on medium large transport. I tried to call them on the handoff landline. They would not answer. We had to go into an immediate hold for ewr. To spin medium large transport we violated approach airspace--it was physically impossible not to. All the time in the spin and putting the other aircraft into a hold, N90 (warrd controller) would not answer the line. Not until 5 mins later--a long time in the world of ATC--did someone from N90 answer the line and proceed to inform us that we would hold about 15 mins. 'Thanks for the advance warning,' I coldly stated. Well NASA, this kind of stuff happens day in and day out. When it happens to me, I'll write.

Title: ACFT ENTERED N90'S AIRSPACE WITHOUT PROPER COORD.

Narrative: EVERY DAY THE TFC MGMNT UNITS OF ZDC AND NY TRACON DECIDE WHAT IN TRAIL RESTRICTIONS ARE NEEDED FOR EWR AND LGA. EVERY DAY THE CTLRS IN NY TRACON CUT US OFF W/O WARNING, EVEN THOUGH THEY WERE GETTING THE REQUIRED SPACING. TODAY WAS NO DIFFERENT. WE WERE READING 10 MI N TRAIL TO EWR. I WAS ATTEMPTING TO RELIEVE THE RADAR CTLR AT R19, WOODSTOWN SECTOR, ZDC. AS PART OF THE POS RELIEF BRIEFING, THE CTLR WARMED ME THAT N90, NY TRACON, WAS TAKING THE HDOFS LATE. AS WE PROGRESSED IN THE BRIEFING AND I WAS ALMOST READY TO TAKE OVER, N90 DID NOT TAKE THE HDOF ON MLG. I TRIED TO CALL THEM ON THE HDOF LANDLINE. THEY WOULD NOT ANSWER. WE HAD TO GO INTO AN IMMEDIATE HOLD FOR EWR. TO SPIN MLG WE VIOLATED APCH AIRSPACE--IT WAS PHYSICALLY IMPOSSIBLE NOT TO. ALL THE TIME IN THE SPIN AND PUTTING THE OTHER ACFT INTO A HOLD, N90 (WARRD CTLR) WOULD NOT ANSWER THE LINE. NOT UNTIL 5 MINS LATER--A LONG TIME IN THE WORLD OF ATC--DID SOMEONE FROM N90 ANSWER THE LINE AND PROCEED TO INFORM US THAT WE WOULD HOLD ABOUT 15 MINS. 'THANKS FOR THE ADVANCE WARNING,' I COLDLY STATED. WELL NASA, THIS KIND OF STUFF HAPPENS DAY IN AND DAY OUT. WHEN IT HAPPENS TO ME, I'LL WRITE.
