Narrative:
Taxiing to runway 36 from our parking ramp at dca, we inadvertently penetrated the runway 18-36 hold short line at intersection 'H' while maneuvering around a construction area in the dark. We stopped with the nose of the aircraft parked across a very poorly marked hold short line. Ground lighting in the area was very poor. Ground control told us to stop after we had halted the aircraft. We acknowledged and shortly thereafter observed an large transport aircraft on one mi final being sent around. Ground control then issued us continued taxi instructions. Taxiing at night at many commercial airports is very difficult. We need to improve deck mounted lighting and provide for lighted hold short markings to prevent future incidents such as this.

Title: ACR MLG TAXIED BEYOND THE RWY HOLD LINE CAUSING AN ACR ACFT ON FINAL TO GAR.
Narrative: TAXIING TO RWY 36 FROM OUR PARKING RAMP AT DCA, WE INADVERTENTLY PENETRATED THE RWY 18-36 HOLD SHORT LINE AT INTXN 'H' WHILE MANEUVERING AROUND A CONSTRUCTION AREA IN THE DARK. WE ACKNOWLEDGED AND SHORTLY THEREAFTER OBSERVED AN LGT ACFT ON ONE MI FINAL BEING SENT AROUND. GND CTL THEN ISSUED US CONTINUED TAXI INSTRUCTIONS. TAXIING AT NIGHT AT MANY COMMERCIAL ARPTS IS VERY DIFFICULT. WE NEED TO IMPROVE DECK MOUNTED LIGHTING AND PROVIDE FOR LIGHTED HOLD SHORT MARKINGS TO PREVENT FUTURE INCIDENTS SUCH AS THIS.
