Narrative:

I departed small aircraft X off runway 9 at eyw airport. I then switched him to nqx approach VFR controller. Within seconds nqx called over and said small aircraft X was on an IFR flight plan and we didn't get his IFR release. Nqx was advised that they never told us that he was IFR. (Nqx gives the IFR clearance to IMC aircraft and then tells eyw that they have their clearance. This is by letter of agreement).

Title: SAM X DEPARTED WITHOUT DEP CTL RELEASE. FAILURE OF TRACON FLT DATA POSITION TO INFORM TWR SMA X WAS ON AN IFR CLRNC. TRACON ATCT INTERFAC COORD.

Narrative: I DEPARTED SMA X OFF RWY 9 AT EYW ARPT. I THEN SWITCHED HIM TO NQX APCH VFR CTLR. WITHIN SECS NQX CALLED OVER AND SAID SMA X WAS ON AN IFR FLT PLAN AND WE DIDN'T GET HIS IFR RELEASE. NQX WAS ADVISED THAT THEY NEVER TOLD US THAT HE WAS IFR. (NQX GIVES THE IFR CLRNC TO IMC ACFT AND THEN TELLS EYW THAT THEY HAVE THEIR CLRNC. THIS IS BY LETTER OF AGREEMENT).
