Narrative:
Pap departure told us to climb to FL310 and report joses intersection. ZMA, upon our passing 24500', asked us if we would be able to make FL310 by joses. We said, 'no.' they then asked us if we were told by pap departure to make FL310 by joses. We said, 'yes.' they then asked us if we told pap that we wouldn't make FL310 by joses. We said, 'no.' they then leveled us at FL260 until an air carrier large transport Y passed by us. They then leveled us at FL260 until an air carrier large transport Y passed by us. ZMA then climbed us on up to FL310 for the next portion of flight. Contributing factors include: pap accent difficult to understand clearance. Distraction of a F/a trying to sort out a passenger boarding pass problem with the flight crew.

Narrative: PAP DEP TOLD US TO CLB TO FL310 AND RPT JOSES INTXN. ZMA, UPON OUR PASSING 24500', ASKED US IF WE WOULD BE ABLE TO MAKE FL310 BY JOSES. WE SAID, 'NO.'
