Narrative:
Aircraft cleared for approach at msp runway 29L. As aircraft joined final in IMC TCAS showed target at 3 O'clock and coalt converging. ATC said nothing, they were very busy. Our flight was told to maintain 4000' until established but TCAS issued a 'RA' to 'climb now'. Aircraft was climbed through 4700' MSL before TCAS allowed return to 4000'. ATC was advised of altitude deviation.

Narrative: ACFT CLRED FOR APCH AT MSP RWY 29L. AS ACFT JOINED FINAL IN IMC TCAS SHOWED TARGET AT 3 O'CLOCK AND COALT CONVERGING. ATC SAID NOTHING, THEY WERE VERY BUSY. OUR FLT WAS TOLD TO MAINTAIN 4000' UNTIL ESTABLISHED BUT TCAS ISSUED A 'RA' TO 'CLB NOW'. ACFT WAS CLBED THROUGH 4700' MSL BEFORE TCAS ALLOWED RETURN TO 4000'. ATC WAS ADVISED OF ALT DEV.
