Narrative:

I was flying VFR at 2000, and I was on flight following, cloud bases at 2600 ft. An small aircraft Y at a slightly higher altitude flew head on at my aircraft. I was able to avoid him, but I was not notified by miami center. Center said after the incident that they had my aircraft and his on radar. He stated that the other aircraft was intermittent on his screen. This was in between srq and sua. Something needs to be done about improving radar in this area.
