Narrative:
In cruise, FL280, TA alert 900 ft below climbing and closing. Attempted contact with center. Before communication established, RA alert 500 ft below, climbing and closing. Emergency climb 1800 FPM climb on TCAS. Since we had not been able to establish separation with center or acquire target visually, we followed TCAS. By FL290 we had center confirm target at FL270. TCAS still 500 ft climbing and closing clear of target, we returned FL280.
