Narrative:
Air carrier X on radar vectors for 28L at cmh 4000 ft altitude, assigned 360 degree heading. We saw aircraft Y at 11:30 heading toward us slightly below our altitude. Approach cleared us for left turn to descend and cleared for approach. We asked what the oncoming traffic, who was inside us, was doing. The closing rate was very fast. TCASII gave us traffic followed by an RA climb. We followed TCASII instructions and ATC asked us if we were turning inbound. We said no, and we were told to turn right. We made a right turn and after further vectors landed normally.
