Narrative:

Air carrier X requested a non standard runway for departure. I taxied the aircraft to it and gave the runway to local control. I forget, however, about small aircraft Y I had earlier cleared to cross while the runway was still not in use. The commuter was cleared for takeoff with small aircraft Y still crossing downfield. An outbound rush and numerous taxiway closures throughout the airport probably contributed to the oversight. Small aircraft Y was noticed first by the local controller, then by myself, then by the departing aircraft. None (corrections actions) were taken. The departure was already on the roll and small aircraft Y clear of his/her path. Most likely, with all the inbound/outbound traffic and major construction on the airport, I should not have granted the pilot's request for an 'odd ball' runway. My inaction to thoroughly peruse the runway also helped precipitate the event. Besides the volume of traffic and the airport closures, the fact that it was the end of my last day may be considered a factor. However, I felt alert at that time.

Title: ACR X HAD LTSS FROM SMA Y. TKOF ON OCCUPIED RWY. SYS ERROR.

Narrative: ACR X REQUESTED A NON STANDARD RWY FOR DEP. I TAXIED THE ACFT TO IT AND GAVE THE RWY TO LCL CTL. I FORGET, HOWEVER, ABOUT SMA Y I HAD EARLIER CLRED TO CROSS WHILE THE RWY WAS STILL NOT IN USE. THE COMMUTER WAS CLRED FOR TKOF WITH SMA Y STILL XING DOWNFIELD. AN OUTBOUND RUSH AND NUMEROUS TAXIWAY CLOSURES THROUGHOUT THE ARPT PROBABLY CONTRIBUTED TO THE OVERSIGHT. SMA Y WAS NOTICED FIRST BY THE LCL CTLR, THEN BY MYSELF, THEN BY THE DEPARTING ACFT. NONE (CORRECTIONS ACTIONS) WERE TAKEN. THE DEP WAS ALREADY ON THE ROLL AND SMA Y CLR OF HIS/HER PATH. MOST LIKELY, WITH ALL THE INBOUND/OUTBOUND TFC AND MAJOR CONSTRUCTION ON THE ARPT, I SHOULD NOT HAVE GRANTED THE PLT'S REQUEST FOR AN 'ODD BALL' RWY. MY INACTION TO THOROUGHLY PERUSE THE RWY ALSO HELPED PRECIPITATE THE EVENT. BESIDES THE VOLUME OF TFC AND THE ARPT CLOSURES, THE FACT THAT IT WAS THE END OF MY LAST DAY MAY BE CONSIDERED A FACTOR. HOWEVER, I FELT ALERT AT THAT TIME.
