Narrative:

After visual approach and landing (first officer flying), on rollout runway 27 at mli, controller instructions heard and read back as clear at taxiway east, stay with tower to ramp. Upon reaching and entering runway 31 we noted another aircraft in takeoff position. The captain asked if we were cleared to cross. I stated I believed we were cleared to the ramp. The other aircraft queried tower if he was still clear for takeoff as he saw another aircraft crossing the runway. After a pause, tower said yes. After another pause, tower said XXX you were supposed to hold short. I responded, I thought we were cleared to the ramp with you. He said no, you were cleared to hold short on runway 31. I never recall hearing or reading back such a clearance. We remained on the ground for 1 hour and no further discussion in this matter occurred. Captain and I were removed from the flight in stl and await line check.

Narrative: AFTER VISUAL APCH AND LNDG (FO FLYING), ON ROLLOUT RWY 27 AT MLI, CTLR INSTRUCTIONS HEARD AND READ BACK AS CLR AT TAXIWAY E, STAY WITH TWR TO RAMP. UPON REACHING AND ENTERING RWY 31 WE NOTED ANOTHER ACFT IN TKOF POS. THE CAPT ASKED IF WE WERE CLRED TO CROSS. I STATED I BELIEVED WE WERE CLRED TO THE RAMP. THE OTHER ACFT QUERIED TWR IF HE WAS STILL CLR FOR TKOF AS HE SAW ANOTHER ACFT XING THE RWY. AFTER A PAUSE, TWR SAID YES. AFTER ANOTHER PAUSE, TWR SAID XXX YOU WERE SUPPOSED TO HOLD SHORT. I RESPONDED, I THOUGHT WE WERE CLRED TO THE RAMP WITH YOU. HE SAID NO, YOU WERE CLRED TO HOLD SHORT ON RWY 31. I NEVER RECALL HEARING OR READING BACK SUCH A CLRNC. WE REMAINED ON THE GND FOR 1 HR AND NO FURTHER DISCUSSION IN THIS MATTER OCCURRED. CAPT AND I WERE REMOVED FROM THE FLT IN STL AND AWAIT LINE CHK.
