Narrative:
I had issued a landing clearance to small aircraft X and I then issued a landing clearance to small aircraft Y to follow small aircraft X. Small aircraft Y overtook small aircraft X and flew over the top of him at about 50 ft. I sent small aircraft Y around and small aircraft X landed.
