Narrative:
IFR flight from abe to bgm checked ATIS for bgm at 7000 ft before handoff from avp approach to bgm approach. Runway 28 in use wind 6 K. Vector for ILS approach. Tops 4300 at 4000 ft. Approach indicated runway change to runway 16, wind 5 KTS. Down to 3600 ft vectored for right downwind ceiling 3600 ft approach ask if airport visible, reply positive. At that point approach turned me over to tower he cleared me to land runway 16. I landed 10. Tower ask what runway was I cleared, I said 16 he informed me of my error. Words can't express my feelings of regret.
