Narrative:
Cleared visual approach 27L ord. Contacted ord tower over OM. Cleared to land. First officer flying. During final approach, landing, and rollout, ord tower was attempting radio contact with another non-airline aircraft. Tower contacted the pilot just as we were exiting runway. Ground control asked us to call tower after gate arrival. Tower supervisor said they had cleared a business jet into position and hold on 22L when we were 5-7 mi out on final. The aircraft taxied onto the runway and then changed frequencys. Tower tried to clear them for takeoff several times unsuccessfully. We landed over them uneventfully. First officer did see aircraft on 22L but did not feel situation unsafe. Business aircraft came back to tower frequency and was cleared for takeoff. Business jet pilot was told to contact ord tower for chat upon landing.

Title: ACR LGT LANDS OVER CPR JET SITTING ON INTERSECTING RWY PATH WHEN ATCT LCL CTLR UNABLE TO ESTABLISH RADIO CONTACT.
Narrative: CLRED VISUAL APCH 27L ORD. CONTACTED ORD TWR OVER OM. CLRED TO LAND. FO FLYING. DURING FINAL APCH, LNDG, AND ROLLOUT, ORD TWR WAS ATTEMPTING RADIO CONTACT WITH ANOTHER NON-AIRLINE ACFT. TWR CONTACTED THE PLT JUST AS WE WERE EXITING RWY. GND CTL ASKED US TO CALL TWR AFTER GATE ARR. TWR SUPVR SAID THEY HAD CLRED A BUSINESS JET INTO POS AND HOLD ON 22L WHEN WE WERE 5-7 MI OUT ON FINAL. THE ACFT TAXIED ONTO THE RWY AND THEN CHANGED FREQS. TWR TRIED TO CLR THEM FOR TKOF SEVERAL TIMES UNSUCCESSFULLY. WE LANDED OVER THEM UNEVENTFULLY. FO DID SEE ACFT ON 22L BUT DID NOT FEEL SITUATION UNSAFE. BUSINESS ACFT CAME BACK TO TWR FREQ AND WAS CLRED FOR TKOF. BUSINESS JET PLT WAS TOLD TO CONTACT ORD TWR FOR CHAT UPON LNDG.
