Narrative:
I was the captain on a passenger flight from stl to ind. We had an FAA inspector on board. It was the first officer's leg. On climb out I had been looking for traffic climbing through 8000 ft. I came back in the cockpit and noticed our speed was about 260 KTS. I looked at the first officer and he appeared to be trying to correct. However we went through 10000 ft still above 250 KTS. On descent into ind, again below 10000 ft, I noticed the first officer was letting the speed get above 250 KTS. I told him to keep it below 250 or we were going to get a speeding ticket. He slowed down. Causes: the inspector appeared without warning. No time to brief new first officer (first yr) for check. Not wanting to call attention to infraction I hesitated to say something thinking first officer would correct. First officer is problem (weak). Has been in to chief pilots office for counseling in past.

Title: MLG FLC WITH ACI ON BOARD EXCEEDS 250 KTS BELOW 10000 ON CLB AND AGAIN ON DSCNT.
Narrative: I WAS THE CAPT ON A PAX FLT FROM STL TO IND. WE HAD AN FAA INSPECTOR ON BOARD. IT WAS THE FO'S LEG. ON CLB OUT I HAD BEEN LOOKING FOR TFC CLBING THROUGH 8000 FT. I CAME BACK IN THE COCKPIT AND NOTICED OUR SPD WAS ABOUT 260 KTS. I LOOKED AT THE FO AND HE APPEARED TO BE TRYING TO CORRECT. HOWEVER WE WENT THROUGH 10000 FT STILL ABOVE 250 KTS. ON DSCNT INTO IND, AGAIN BELOW 10000 FT, I NOTICED THE FO WAS LETTING THE SPD GET ABOVE 250 KTS. I TOLD HIM TO KEEP IT BELOW 250 OR WE WERE GOING TO GET A SPDING TICKET. HE SLOWED DOWN. CAUSES: THE INSPECTOR APPEARED WITHOUT WARNING. NO TIME TO BRIEF NEW FO (FIRST YR) FOR CHK. NOT WANTING TO CALL ATTN TO INFRACTION I HESITATED TO SAY SOMETHING THINKING FO WOULD CORRECT. FO IS PROBLEM (WEAK). HAS BEEN IN TO CHIEF PLTS OFFICE FOR COUNSELING IN PAST.
