Narrative:
On approach to bangor, mn, ILS runway 33, on the localizer, at 2300 ft MSL, assigned, 4 mi from totte OM, we received a GPWS warning 'terrain, terrain.' knowing GS intercept was 2200 ft we still started a climb to a higher altitude when warning ceased at 2700 ft. We reported incident to approach control and tower and although 2300 ft is an approved altitude they have had numerous reports from other aircraft. Suggest approach be flown at a higher altitude or at least warn flcs of possible GPWS warning! Callback conversation with reporter revealed the following information. While we were sitting at the gate waiting for departure another flight on approach at 2200 MSL had a GPWS. Appears that ours was not an isolated incident. Even if approach warned us we might get a GPWS it is hard to ignore and contrary to company policy not to comply with GPWS.

Title: FLC OF MLG AT PUBLISHED INTERCEPT ALT PLUS 100 FT ON 33 ILS APCH TO BGR HAD GPWS -- CLBED FROM 2300 TO 2700 TO CLR THE GPWS.
Narrative: ON APCH TO BANGOR, MN, ILS RWY 33, ON THE LOC, AT 2300 FT MSL, ASSIGNED, 4 MI FROM TOTTE OM, WE RECEIVED A GPWS WARNING 'TERRAIN, TERRAIN.' KNOWING GS INTERCEPT WAS 2200 FT WE STILL STARTED A CLB TO A HIGHER ALT WHEN WARNING CEASED AT 2700 FT. WE RPTED INCIDENT TO APCH CTL AND TWR AND ALTHOUGH 2300 FT IS AN APPROVED ALT THEY HAVE HAD NUMEROUS RPTS FROM OTHER ACFT. SUGGEST APCH BE FLOWN AT A HIGHER ALT OR AT LEAST WARN FLCS OF POSSIBLE GPWS WARNING! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. WHILE WE WERE SITTING AT THE GATE WAITING FOR DEP ANOTHER FLT ON APCH AT 2200 MSL HAD A GPWS. APPEARS THAT OURS WAS NOT AN ISOLATED INCIDENT. EVEN IF APCH WARNED US WE MIGHT GET A GPWS IT IS HARD TO IGNORE AND CONTRARY TO COMPANY POLICY NOT TO COMPLY WITH GPWS.
