Narrative:
On final at ft lauderdale, tower called traffic at 10 O'clock less than a mi. Banner tow aircraft was spotted 12 O'clock passing left to right, tow aircraft passed underneath us with about 100 ft clearance. TCASII sounded, but offered no resolution. Probably no transponder, and fabric cover. We were at 600 ft AGL at the time. When I spotted aircraft, we were already passing overhead. There was no time to correct and if I had called for a go around we would probably have swamped the tow aircraft. As far as corrective action, it might be a good idea to keep banner tows farther off the beach when they cross localizer (they are all over the place down there). I spoke to the tower but filed no complaint.

Narrative: ON FINAL AT FT LAUDERDALE, TWR CALLED TFC AT 10 O'CLOCK LESS THAN A MI. BANNER TOW ACFT WAS SPOTTED 12 O'CLOCK PASSING L TO R, TOW ACFT PASSED UNDERNEATH US WITH ABOUT 100 FT CLRNC. TCASII SOUNDED, BUT OFFERED NO RESOLUTION. PROBABLY NO TRANSPONDER, AND FABRIC COVER. WE WERE AT 600 FT AGL AT THE TIME. WHEN I SPOTTED ACFT, WE WERE ALREADY PASSING OVERHEAD. THERE WAS NO TIME TO CORRECT AND IF I HAD CALLED FOR A GAR WE WOULD PROBABLY HAVE SWAMPED THE TOW ACFT. AS FAR AS CORRECTIVE ACTION, IT MIGHT BE A GOOD IDEA TO KEEP BANNER TOWS FARTHER OFF THE BEACH WHEN THEY CROSS LOC (THEY ARE ALL OVER THE PLACE DOWN THERE). I SPOKE TO THE TWR BUT FILED NO COMPLAINT.
