Narrative:
I was contacted by telephone by a person on 4/X/92 about a flight which occurred on 4/Y/92. This was a medical flight with a patient being transferred to a hospital in ZZZ. The person who called, said he witnessed the helicopter 'buzzing the tree tops at 150 ft at XX30 hours.' as I explained the landing profile to the person he alerted me that he would be contacting the FAA to file a complaint that I was flying in a careless and unsafe manner. The landing profile was normal and uneventful to an approved heliport at the receiving hospital. This person has complained before I came to work at this contract, so I have been told. Callback conversation with reporter revealed the following information. Reporter states person who called is a doctor and knows of the EMS company. He called dispatch to find out who was flying and spoke to reporter. This is a regular complainer and probably the early am hour was part of the problem. FAA inspector came for a sight inspection shortly after the incident and had heard nothing from irate doctor. Reporter says hospital really supports flight program and sees no problem from there.

Title: GND OBSERVER COMPLAINS REF LOW FLT OF EMS HELI LNDG AT HOSPITAL HELIPAD.
Narrative: I WAS CONTACTED BY TELEPHONE BY A PERSON ON 4/X/92 ABOUT A FLT WHICH OCCURRED ON 4/Y/92. THIS WAS A MEDICAL FLT WITH A PATIENT BEING TRANSFERRED TO A HOSPITAL IN ZZZ. THE PERSON WHO CALLED, SAID HE WITNESSED THE HELI 'BUZZING THE TREE TOPS AT 150 FT AT XX30 HRS.' AS I EXPLAINED THE LNDG PROFILE TO THE PERSON HE ALERTED ME THAT HE WOULD BE CONTACTING THE FAA TO FILE A COMPLAINT THAT I WAS FLYING IN A CARELESS AND UNSAFE MANNER. THE LNDG PROFILE WAS NORMAL AND UNEVENTFUL TO AN APPROVED HELIPORT AT THE RECEIVING HOSPITAL. THIS PERSON HAS COMPLAINED BEFORE I CAME TO WORK AT THIS CONTRACT, SO I HAVE BEEN TOLD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATES PERSON WHO CALLED IS A DOCTOR AND KNOWS OF THE EMS COMPANY. HE CALLED DISPATCH TO FIND OUT WHO WAS FLYING AND SPOKE TO RPTR. THIS IS A REGULAR COMPLAINER AND PROBABLY THE EARLY AM HOUR WAS PART OF THE PROBLEM. FAA INSPECTOR CAME FOR A SIGHT INSPECTION SHORTLY AFTER THE INCIDENT AND HAD HEARD NOTHING FROM IRATE DOCTOR. RPTR SAYS HOSPITAL REALLY SUPPORTS FLT PROGRAM AND SEES NO PROBLEM FROM THERE.
