Narrative:
While proceeding inbound on the scurry-2 (SCY2) arrival to dfw, TCASII displayed/issued progressive traffic advisory sequences: (we were level, autoplt engaged, 11000 ft) traffic approached approximately head-on (11 O'clock) and climbing. TCASII displayed white symbology correctly. Altitude display 1800 ft below, climbing. Within seconds, TCASII issued 'traffic, traffic.' with appropriate yellow diamond. No traffic alert or advisory was issued by approach as the controller was busy at the time. Almost immediately, TCASII issued a RA 'climb, climb.' the first officer complied with TCASII while also verifying visually that the aircraft approaching would pass below. Our altitude was 11500- 11700 maximum. The captain notified ATC immediately and was told that the traffic was leveling at 10K. After passage below us, we returned to 11K.

NO TFC ALERT OR ADVISORY WAS ISSUED BY APCH AS THE CTLR WAS BUSY AT THE TIME. ALMOST IMMEDIATELY, TCASII ISSUED A RA 'CLB, CLB.' THE FO COMPLIED WITH TCASII WHILE ALSO VERIFYING VISUALLY THAT THE ACFT APCHING WOULD PASS BELOW. OUR ALT WAS 11500- 11700 MAX. THE CAPT NOTIFIED ATC IMMEDIATELY AND WAS TOLD THAT THE TFC WAS LEVELING AT 10K. AFTER PASSAGE BELOW US, WE RETURNED TO 11K.
