Narrative:

TCASII TA then RA followed by TCASII responses: climb, monitor vertical speed, clear of conflict. (Evasive action). En route chicago to ft wayne, cockpit workload was minimal at 9000 cruise. Air carrier pilot in jumpseat also did not see the aircraft Y. ATC controller was severely busy. ATC did not advise us of the conflict, nor were we able to advise ATC of our traffic resolution due to frequency congestion. Never saw the traffic -- WX severe clear. Our deviation of altitude was from assigned altitude of 9000 ft up to 9700 ft and return to 9000 clear of conflict.
