Narrative:
Departed fll on time with a deferred pressurization system, that requires flying at low altitudes with low vertical speed for passenger comfort. WX was clear and not a factor. Talking to fll departure was being vectored north to join V531 north of pbi into orl. About 20 mi southwest of pbi climbing to 7000 passing 5800 an small transport light twin appeared from behind windshield post, wbound at 6000. I was the PF, saw the aircraft determined that he had no relative motion and initiated a steep, diving right turn, at our indicated airspeed of 240 KTS. I was just barely capable of missing the aircraft. Departure control advised us of the traffic immediately following the evasive action. Due to the aircraft's altitude and direction, believe he was also on IFR flight plan. Observed the aircraft for another min with no change in course or altitude. Don't think the small transport pilot ever saw us. I think that see and avoid in such fast aircraft at low altitudes should be a criminal offense.

Title: NMAC WITH XING TFC WITHOUT BENEFIT OF TCASII.
Narrative: DEPARTED FLL ON TIME WITH A DEFERRED PRESSURIZATION SYS, THAT REQUIRES FLYING AT LOW ALTS WITH LOW VERT SPD FOR PAX COMFORT. WX WAS CLR AND NOT A FACTOR. TALKING TO FLL DEP WAS BEING VECTORED N TO JOIN V531 N OF PBI INTO ORL. ABOUT 20 MI SW OF PBI CLBING TO 7000 PASSING 5800 AN SMT LIGHT TWIN APPEARED FROM BEHIND WINDSHIELD POST, WBOUND AT 6000. I WAS THE PF, SAW THE ACFT DETERMINED THAT HE HAD NO RELATIVE MOTION AND INITIATED A STEEP, DIVING R TURN, AT OUR INDICATED AIRSPD OF 240 KTS. I WAS JUST BARELY CAPABLE OF MISSING THE ACFT. DEP CTL ADVISED US OF THE TFC IMMEDIATELY FOLLOWING THE EVASIVE ACTION. DUE TO THE ACFT'S ALT AND DIRECTION, BELIEVE HE WAS ALSO ON IFR FLT PLAN. OBSERVED THE ACFT FOR ANOTHER MIN WITH NO CHANGE IN COURSE OR ALT. DON'T THINK THE SMT PLT EVER SAW US. I THINK THAT SEE AND AVOID IN SUCH FAST ACFT AT LOW ALTS SHOULD BE A CRIMINAL OFFENSE.
