Narrative:
Atx X departed tpa heading 060 climbing to 1600 untagged via ARTS IIIA. Atx X was radar idented, climbed to 2500 ft (assuming that 99.79 percent of their operations are handled VFR or cancel IFR en route). Atx X tagged up on the wrong position symbol, was quick looked, only to realize atx X was IFR. Atx X did pass 500 ft below small aircraft Y, IFR in the downwind for runway 36R at tpa.

Narrative: ATX X DEPARTED TPA HDG 060 CLBING TO 1600 UNTAGGED VIA ARTS IIIA. ATX X WAS RADAR IDENTED, CLBED TO 2500 FT (ASSUMING THAT 99.79 PERCENT OF THEIR OPS ARE HANDLED VFR OR CANCEL IFR ENRTE). ATX X TAGGED UP ON THE WRONG POS SYMBOL, WAS QUICK LOOKED, ONLY TO REALIZE ATX X WAS IFR. ATX X DID PASS 500 FT BELOW SMA Y, IFR IN THE DOWNWIND FOR RWY 36R AT TPA.
