Narrative:
Air carrier X, departure off orf, was cleared to FL260. Air carrier Y checked on at FL270, subsequently cleared to FL250. My intent was to reclr air carrier X, but clearance never given despite FL240 entered into data block and written on strip. My attention being diverted to other aircraft, my scan of FL240 in the data block of air carrier X misled me to believe air carrier X was assigned FL240.
