Narrative:
Departed orange county airport on runway 19R musel 5 departure. Did our normal company noise abatement procedure for this airport. Handed off to coast approach shortly after takeoff and cleared to 7000 ft. After reaching 6 DME we were in the process of accelerating to 250 KTS when the TCASII gave us a TA at about 11 O'clock (distance 6 NM), 800 ft above us and descending. At this time we were still on a heading of 175 degrees as called for on the musel 5 departure. As the traffic got closer it became an RA with the TCASII telling us to reduce climb, reduce climb. Since we were accelerating to 250 KTS our rate of climb was only 200 FPM. ATC gave us no TA's while all of this was happening. I got the traffic in sight at about 11 O'clock, approximately 1 mi and 500 ft above us. It appeared to be an light transport and was apparently on a descent to 6000 ft. At about the same time ATC gave us a turn to 220 degrees for traffic. The commuter passed off our left side about 500 ft horizontally and 300 ft higher than us. Shortly thereafter we were given another heading change and cleared direct to sxc. It should be noted that the ATC frequency was congested at the time of this incident.

Narrative: DEPARTED ORANGE COUNTY ARPT ON RWY 19R MUSEL 5 DEP. DID OUR NORMAL COMPANY NOISE ABATEMENT PROC FOR THIS ARPT. HANDED OFF TO COAST APCH SHORTLY AFTER TKOF AND CLRED TO 7000 FT. AFTER REACHING 6 DME WE WERE IN THE PROCESS OF ACCELERATING TO 250 KTS WHEN THE TCASII GAVE US A TA AT ABOUT 11 O'CLOCK (DISTANCE 6 NM), 800 FT ABOVE US AND DSNDING. AT THIS TIME WE WERE STILL ON A HDG OF 175 DEGS AS CALLED FOR ON THE MUSEL 5 DEP. AS THE TFC GOT CLOSER IT BECAME AN RA WITH THE TCASII TELLING US TO REDUCE CLB, REDUCE CLB. SINCE WE WERE ACCELERATING TO 250 KTS OUR RATE OF CLB WAS ONLY 200 FPM. ATC GAVE US NO TA'S WHILE ALL OF THIS WAS HAPPENING. AT ABOUT THE SAME TIME ATC GAVE US A TURN TO 220 DEGS FOR TFC. THE COMMUTER PASSED OFF OUR L SIDE ABOUT 500 FT HORIZLY AND 300 FT HIGHER THAN US. SHORTLY THEREAFTER WE WERE GIVEN ANOTHER HDG CHANGE AND CLRED DIRECT TO SXC. IT SHOULD BE NOTED THAT THE ATC FREQ WAS CONGESTED AT THE TIME OF THIS INCIDENT.
