Narrative:

On descent for landing bdl, center changed descent altitude to 14000 ft MSL and then called traffic at 13500. The aircraft appeared on TCASII as '-4' (400 ft low) and became a TA. We saw the aircraft visually and then TCASII upgraded to an RA with verbal climb and indications on aircraft's vsi. I climbed at 1500 FPM to 14500, informed boston center then returned to 14000 ft when 'clear of conflict.' controller seemed to indicate climb was not necessary and questioned why we had to climb when the aircraft had been visually sighted. No other targets showed on TCASII. No other evasive action was taken and I do not consider it a near miss.

Title: ALTDEV ALT EXCURSION IN PLT FLC RESPONSE TO TCASII RA.

Narrative: ON DSCNT FOR LNDG BDL, CTR CHANGED DSCNT ALT TO 14000 FT MSL AND THEN CALLED TFC AT 13500. THE ACFT APPEARED ON TCASII AS '-4' (400 FT LOW) AND BECAME A TA. NO OTHER EVASIVE ACTION WAS TAKEN AND I DO NOT CONSIDER IT A NEAR MISS.
