Narrative:

TCASII had TA of an aircraft below us about 200 ft approaching us from our 10:30 position. We were just above a layer of clouds and were unable to establish visual contact with traffic. The TCASII then upgraded advisory to an RA saying monitor vertical rate, followed shortly by a climb RA. We immediately complied with RA and climbed to 3400 ft when a clear of conflict was given and immediately returned to 3000 ft and reported the conflict to ATC whom was very busy on the frequency. I followed up with a telephone conversation with controller. He said he had no conflicts with our climb and had no traffic other than a primary target.

Title: ALTDEV ALT EXCURSION IN PLT FLC RESPONSE TO TCASII RA.

Narrative: TCASII HAD TA OF AN ACFT BELOW US ABOUT 200 FT APCHING US FROM OUR 10:30 POS. WE WERE JUST ABOVE A LAYER OF CLOUDS AND WERE UNABLE TO ESTABLISH VISUAL CONTACT WITH TFC. THE TCASII THEN UPGRADED ADVISORY TO AN RA SAYING MONITOR VERT RATE, FOLLOWED SHORTLY BY A CLB RA. WE IMMEDIATELY COMPLIED WITH RA AND CLBED TO 3400 FT WHEN A CLR OF CONFLICT WAS GIVEN AND IMMEDIATELY RETURNED TO 3000 FT AND RPTED THE CONFLICT TO ATC WHOM WAS VERY BUSY ON THE FREQ. I FOLLOWED UP WITH A TELEPHONE CONVERSATION WITH CTLR. HE SAID HE HAD NO CONFLICTS WITH OUR CLB AND HAD NO TFC OTHER THAN A PRIMARY TARGET.
