Narrative:
Flying the ward 4 arrival into ewr, immediate TCASII resolution, traffic 300 ft below, closing at 2 O'clock 3 1/2 mi. We were at 11000 MSL, had no visual and ATC reported traffic with no altitude readout. Immediately followed TCASII command to climb at 2000 FPM, climbed to 11600 notifying ATC -- ZDC replied you 'can't climb.' at 11600 ft and level we saw the traffic at 1/2 mi 3 O'clock. Descended back to 11000 ft MSL and continued the STAR.

Title: FLC OF ACR LGT ACFT DEVIATED FROM ASSIGNED ALT IN RESPONSE TO A TCASII RA.
Narrative: FLYING THE WARD 4 ARR INTO EWR, IMMEDIATE TCASII RESOLUTION, TFC 300 FT BELOW, CLOSING AT 2 O'CLOCK 3 1/2 MI. WE WERE AT 11000 MSL, HAD NO VISUAL AND ATC RPTED TFC WITH NO ALT READOUT. IMMEDIATELY FOLLOWED TCASII COMMAND TO CLB AT 2000 FPM, CLBED TO 11600 NOTIFYING ATC -- ZDC REPLIED YOU 'CAN'T CLB.' AT 11600 FT AND LEVEL WE SAW THE TFC AT 1/2 MI 3 O'CLOCK. DSNDED BACK TO 11000 FT MSL AND CONTINUED THE STAR.
