Narrative:
At 100 ft AGL right engine lost power began to bypass fuel. Captain reported engine would not make full torque -- to return to the airport. I was the PF spoke to ATC while captain handled power levers. We completed a right traffic pattern in mia returned to the runway after advising ATC but not declaring an emergency although the controller took pertinent information.

Title: COMMUTER HAS ENG PWR LOSS JUST AFTER TKOF.
Narrative: AT 100 FT AGL R ENG LOST PWR BEGAN TO BYPASS FUEL. CAPT RPTED ENG WOULD NOT MAKE FULL TORQUE -- TO RETURN TO THE ARPT. I WAS THE PF SPOKE TO ATC WHILE CAPT HANDLED PWR LEVERS. WE COMPLETED A R TFC PATTERN IN MIA RETURNED TO THE RWY AFTER ADVISING ATC BUT NOT DECLARING AN EMER ALTHOUGH THE CTLR TOOK PERTINENT INFO.
