Narrative:
Finishing up a 5 leg day. VFR, night, on IFR plan. Handed over to tower after being cleared for ILS 9R miami. TCASII on board but not operational (MEL'ed). Descending on GS. All of a sudden tower advised us on traffic that may have overshot the 9L localizer. We looked to the left for traffic, but didn't see anyone. All of a sudden I caught sight of an aircraft's strobes flying less than 150 ft below us, through the final. No action could be taken to evade the aircraft. Tower told us that the other aircraft was not talking to anyone, and had just called approach when the tower noticed the converging traffic. Small aircraft flew through the TCA and the final approach corridor and didn't bother to call anyone. Also if our TCASII would have been operational we sure would have known about him. Can't blame the tower. He had no control. ATC tracked the small aircraft to its destination.

Title: MDT HAS NMAC WITH SMA ON FINAL APCH WITHIN TCA.
Narrative: FINISHING UP A 5 LEG DAY. VFR, NIGHT, ON IFR PLAN. HANDED OVER TO TWR AFTER BEING CLRED FOR ILS 9R MIAMI. TCASII ON BOARD BUT NOT OPERATIONAL (MEL'ED). DSNDING ON GS. ALL OF A SUDDEN TWR ADVISED US ON TFC THAT MAY HAVE OVERSHOT THE 9L LOC. WE LOOKED TO THE L FOR TFC, BUT DIDN'T SEE ANYONE. ALL OF A SUDDEN I CAUGHT SIGHT OF AN ACFT'S STROBES FLYING LESS THAN 150 FT BELOW US, THROUGH THE FINAL. NO ACTION COULD BE TAKEN TO EVADE THE ACFT. TWR TOLD US THAT THE OTHER ACFT WAS NOT TALKING TO ANYONE, AND HAD JUST CALLED APCH WHEN THE TWR NOTICED THE CONVERGING TFC. SMA FLEW THROUGH THE TCA AND THE FINAL APCH CORRIDOR AND DIDN'T BOTHER TO CALL ANYONE. ALSO IF OUR TCASII WOULD HAVE BEEN OPERATIONAL WE SURE WOULD HAVE KNOWN ABOUT HIM. CAN'T BLAME THE TWR. HE HAD NO CTL. ATC TRACKED THE SMA TO ITS DEST.
