Narrative:
While descending to 14000 ft near lakeland VOR, fl, just at about level off, we received a TCASII TA and very shortly after that we received a TCASII RA. The command was to descend at 1000-1500 FPM. The first officer was flying and following our company procedures. He descended at the proper descent rate. We descended to 13600 ft, followed the clear of traffic report we immediately climbed back to 14000 ft. I told ZMA we had a TCASII RA and that was why we were not at 14000 ft. ZMA then said we had traffic at our 9 O'clock position climbing to 13000 ft. Center had not advised us of this traffic early. Probable cause: the other aircraft climbing at a high rate of climb and our aircraft descended to 14000 ft. Corrective action: all aircraft should climb or descend the last 1000 ft at a rate of 1000 FPM or less.

Title: ALTDEV ALT EXCURSION PERFORMED DURING EVASIVE ACTION DSCNT INFLT CREW RESPONSE TO TCASII RA.
Narrative: WHILE DSNDING TO 14000 FT NEAR LAKELAND VOR, FL, JUST AT ABOUT LEVEL OFF, WE RECEIVED A TCASII TA AND VERY SHORTLY AFTER THAT WE RECEIVED A TCASII RA. THE COMMAND WAS TO DSND AT 1000-1500 FPM. THE FO WAS FLYING AND FOLLOWING OUR COMPANY PROCS. HE DSNDED AT THE PROPER DSCNT RATE. WE DSNDED TO 13600 FT, FOLLOWED THE CLR OF TFC RPT WE IMMEDIATELY CLBED BACK TO 14000 FT. I TOLD ZMA WE HAD A TCASII RA AND THAT WAS WHY WE WERE NOT AT 14000 FT. ZMA THEN SAID WE HAD TFC AT OUR 9 O'CLOCK POS CLBING TO 13000 FT. CTR HAD NOT ADVISED US OF THIS TFC EARLY. PROBABLE CAUSE: THE OTHER ACFT CLBING AT A HIGH RATE OF CLB AND OUR ACFT DSNDED TO 14000 FT. CORRECTIVE ACTION: ALL ACFT SHOULD CLB OR DSND THE LAST 1000 FT AT A RATE OF 1000 FPM OR LESS.
