Narrative:

Atx X in response to a TCASII RA advised he was climbing. He was at 1500 when he received the RA and began climb. I advised him of VFR traffic at his 10 O'clock and 3 mi and another VFR target at 4 O'clock and 2 mi. He stopped climb at 2000 ft and advised that the RA had been for traffic 200 ft below him. There was no traffic below him. Had he climbed higher without advising me, the traffic at 2500 ft could have been a factor and separation could have been lost.

Title: ATX X TCASII RA CLB FROM GHOST TARGET ON FINAL APCH.

Narrative: ATX X IN RESPONSE TO A TCASII RA ADVISED HE WAS CLBING. HE WAS AT 1500 WHEN HE RECEIVED THE RA AND BEGAN CLB. I ADVISED HIM OF VFR TFC AT HIS 10 O'CLOCK AND 3 MI AND ANOTHER VFR TARGET AT 4 O'CLOCK AND 2 MI. HE STOPPED CLB AT 2000 FT AND ADVISED THAT THE RA HAD BEEN FOR TFC 200 FT BELOW HIM. THERE WAS NO TFC BELOW HIM. HAD HE CLBED HIGHER WITHOUT ADVISING ME, THE TFC AT 2500 FT COULD HAVE BEEN A FACTOR AND SEPARATION COULD HAVE BEEN LOST.
