Narrative:
Approximately 50 mi from spi, the ATIS was received and noted that light freezing drizzle and light freezing rain was falling at the airport. The captain then called dispatch to ensure that the landing could be made in light freezing precipitation. The ILS approach and landing was normal on runway 4. The first officer requested with the tower for a 180 degree turn on the runway which was approved. The cap slowed the airplane to nearly a stop, steered the airplane slightly right of the centerline and then began to make a slow left turn. As the airplane approached the west side of the runway and it became apparent that the airplane was not going to be able to compete the turn, the captain attempted to stop the airplane. However, the airplane continued to move -- sliding off the runway -- coming to a stop on an approximately heading of 220 degrees. The captain then asked the first officer to inform the tower of our situation. The captain then called dispatch to inform them that we were disabled and off the runway. The passenger were then informed of the situation and asked to remain seated. Approximately 15-20 mins after the incident, the passenger were deplaned and brought to the terminal in a bus accompanied by the flight attendant. Thereafter, the flight crew remained onboard the airplane as contract maintenance along with airport officials removed the airplane and towed the airplane to the terminal.

Title: CAPT OF ACR LTT ACFT STRANDED THE ACFT WHEN ATTEMPTING TURN AROUND ON ICY RWY AFTER LNDG.
Narrative: APPROX 50 MI FROM SPI, THE ATIS WAS RECEIVED AND NOTED THAT LIGHT FREEZING DRIZZLE AND LIGHT FREEZING RAIN WAS FALLING AT THE ARPT. THE CAPT THEN CALLED DISPATCH TO ENSURE THAT THE LNDG COULD BE MADE IN LIGHT FREEZING PRECIPITATION. THE ILS APCH AND LNDG WAS NORMAL ON RWY 4. THE FO REQUESTED WITH THE TWR FOR A 180 DEG TURN ON THE RWY WHICH WAS APPROVED. THE CAP SLOWED THE AIRPLANE TO NEARLY A STOP, STEERED THE AIRPLANE SLIGHTLY R OF THE CTRLINE AND THEN BEGAN TO MAKE A SLOW L TURN. AS THE AIRPLANE APCHED THE W SIDE OF THE RWY AND IT BECAME APPARENT THAT THE AIRPLANE WAS NOT GOING TO BE ABLE TO COMPETE THE TURN, THE CAPT ATTEMPTED TO STOP THE AIRPLANE. HOWEVER, THE AIRPLANE CONTINUED TO MOVE -- SLIDING OFF THE RWY -- COMING TO A STOP ON AN APPROX HDG OF 220 DEGS. THE CAPT THEN ASKED THE FO TO INFORM THE TWR OF OUR SIT. THE CAPT THEN CALLED DISPATCH TO INFORM THEM THAT WE WERE DISABLED AND OFF THE RWY. THE PAX WERE THEN INFORMED OF THE SIT AND ASKED TO REMAIN SEATED.
